The States will never give up their cash-flow for non-resident fishing (or hunting) licenses anyway...

CA licensing covers salt water. The addendum for salt water is for south of Santa Barbara.

Like I said south of Santa Barbara requires it. The majority of California does not. I’m in the Central Valley and only need it to go out to the islands and San Diego.
