No, it is not normal id the slide is retracted. Carefree of Colorado Latitude toppers have gust locks at both ends of the slide topper. Your gust locks are broken or not adjusted properly. You can go to the CoC website and down load the installation instructions. These instructions contain the information on how to properly adjust the gust locks. I might mention that the small slide toppers (less than 10 feet length) only have one gust lock at the spring end (left).
If the slide is open when the topper unfurls, then the spring tension may be off. It can be tightened but is a a difficult task for the uninitiated.
