I had the same problem when I bought my 2013 28z- I swear it worked the first time but then couldn't get emptying out of black tank. The dealer did not point out when we bought. I finally found when crawling under the rig to determine if there was a bend in the toliet (i was going to flush from inside). I was camping w/ some other Thor owners, nobody else had heard of this, and there was another 28z that did not have the valve. I had the tank warmers and he didn't, maybe that was the difference? Who knows....

I was lucky as I saw the value when it was on the lift having the Safe-t-plus installed the second week I owned it.. Its a knive valve. My PDI was useless from CW.

2 black tank valves

We got the worst Walk thru imaginable from Camping world Tampa when we bought our 2014 28z. I discovered the 2nd valve after being unsuccessful at dumping the black tank. I crawled under to follow the pipe, very difficult for me with MS, and found the 2nd valve. BTW, I was talking to myself the entire time. Has to be with units having passenger side toilets and the freezing possibilities. I leave both closed, open the driver side 1st, then open passenger side to get a stronger flush/empty. Camping World Tampa wants to seel but doesn't talk to you or help you in any way nce the deal is done.

Not tank related but I had a similar experience with Thor service techs when I was having trouble with my tankless hot water. They kept insisting that I had a bypass valve and an access panel in the bath where it could be reached. There is neither.
Kind of scary when you think that these are the people who built the coach!
