Turn the key in it with it open and you should be able to see what's happening or not. A lot of times the nut that holds the lock arm on will come loose.

Where can I find both the lock and the closures? Has anyone changed the lock on the dump door with just a closure? I don't keep my keys in my pocket and wouldn't put my hands their anyway after dumping. I take off and the door drops open and I have to stop to close it. Am I the only one to do something dumb, repeatedly?

You've probably figured it out by now, but my guess is as pointed out above - a loose nut or screw would allow the key to turn without the arm on the inside moving into lock/unlock position. Tightening it all up (one Phillips screw, one nut around the shaft of the lock on the inside) may take care of it for you.
