The order I generally follow is to sanitize the system first while the hot water heater is still bypassed. I don't want the high chlorine concentrate sitting in the water heater for 4 hours. After sanitizing (and I make sure to sanitize the outdoor shower as well):
I will run clear water through the system to rinse the sanitizing solution out of the system
Set the water heater by pass to normal operation
Install a water filter in the whole house filtration system
Change over to the city water setting
Hold open the water heater relief valve until the water heater fills
Turn on the hot water heater to ensure it is operational on gas and electric
Drain all my tanks to remove the sanitizing solution
After that it is the normal before operation maintenance such as lubrication, battery service, tire pressure checks etc...
As a note, last year I did a mod to my fresh water tank drain so that I can connect my water hoses to the drain and sanitize my fresh water hoses at the same time the coach system is being sanitized.
