Hello sir, it sounds like your a/c is drawing way to many amps and you are correct it may be a bad ground wire somewhere or a relay. If it were me I would unplug the power to the compressor and put your new control panel and take a voltmeter and check the voltage to the compressor. I might even go a step farther and dissconnect the plug to the radiator fan and the blower motor under the dash. Could be as simple as the fan or the blower motor binding and causing this issue. Check voltage at all three locations before plugging anything back in. Quick question for you. Does your blower motor inside your vehicle sound ok? No strange noises right? Your condensor fan no issues either right? Look at the wiring going into the back of your control panel and if it overheated it should be discolored. Your cigarette lighter has a bad ground, this could all be related to the control board. Some investigation to some of the questions will help us help you, good luck
