TxTig has the right idea. Mine has to turn at least 3/4 turn left when it is locked in.

Remove the table top then turn the pedestal to the left. It will loosen up. If you get something that helps to get a grip it will help.

After you get the stand out of the base might want to check to see if you have some grit in the base that is causing your problem. If no grit might try taking some very fine sandpaper to the bottom of the stand so it'll slide in and out easier.

Strap wrench is less likely to scratch it. Cheap at any hardware store.

It is a two step approach:

First turn the black collar at the pedestal floor base, counter clockwise. This unlocks the collar by raising it upward. Then, turn the pedestal counter clockwise and lift it upward out of the floor receptacle.
