question: what makes you think it's 'not' working?
... it could be the switch, itself, if so...
remember that while you can certainly run your water heater on propane, and it works great, it's not really 'running' the whole time... it only fires up when it needs to, and for only as long as it needs to... many of us use both the gas and elec at the same time, all the time, though the propane only fires up when a great amount of water(showers) are in use, and the electric side has a slower time keeping up.
also, if you are in hot weather, it's better to keep the water heater on propane, allowing you to use more of your 30 amps for Air Conditioners, even both at the same time if you are careful about other items you are using at the same time.
