Can any one tell me if my valeves are set in the correct position for normal use?

Top and bottom valves (hot and cold, red and blue) open (aligned with pipe) center valve closed (perpendicular to pipe running between the hot and cold lines).

Yes the two valves visible are, but the bottom valve on the blue (cold) line which we can't see--that one should also be inline with the pipe like the red one is.
