You can get a car dolly with surge brakes which doesn't require a controller.

I looked at the surge brake route but the cost is 1K more plus $300.00 for shipping . Electric brakes , no charge for shipping ( I will pick up 1 hour from house . Controller less than $100 .
Thks for the reply !

I installed one of these. I like the flexibility of the components and not being stuck on limited places/ways to install the others. I had asked here if anyone else had tried but no takers. I have mine installed but have yet to use. Thx. Dennis.

Not sure what you are buying but a Master Tow 80 with surge brakes is only about 200.00 more than the 80 with electric brakes. I would question any dolly where surge brakes are 1K more than electric brakes.

A $40 brake controller? That is extremely cheap. The last one I installed on a PU was almost $100.
