Flat towing a 1964 Plymouth Valiant

Can a 1964 Plymouth Valiant with a 3 speed manual transmission be flat towed? I cant find a tow guide going back that far

I would think so, that was before steering wheel locks & it's a manual transmission. Would need to tie into brake/park lights to have them working or add some kind of removable light bar. Also in most states an auxillary brake is required over a certain weight.
