So to answer my post , the coaxial cable was pinched and shorted inside a wall. Dropped in a new cable and spliced it problem gone.

All right pretty sure it’s fixed,pump was poorly connected with wire nuts , wire was not stripped evenly. Replaced with crimped connections the problem appears to be solved.
