The toggle switch moves the tilt bed up or down depending on which way is pressed. My wife usually tends to the bed and now tells me that sometimes she has to "jiggle" it to the side for it...

As a followup to this, I have a Thor Outlaw 37LS and cannot locate a tow/haul mode switch (not even listed in manual). Does this not exist on all models?
