I live in the White Mt. area and travel that route often. Mesa has an elevation of 1,243 ft, while Heber-Overgaard's elevation is 6,627 ft. The climb up from the valley has a couple of steep areas, but nothing too bad. Winter storms can make traveling difficult, but not at this time of year. Many RV's use that route to head up to Show Low/Pinetop. I would recommend it.
