this problem typically is a symptom of an 'air' leak within the system, but probably right at the water pump itself - make sure that each side(in/out) is very tight. And make sure the in-line filter, if any, is also tight.
any air leak, ever so slight, into the water lines around/near the water pump will create a situation where the pump's sensor thinks that you have a faucet open.
another scenario is this: some folks turn on their 'outside' faucet/shower, but then turn off the shower head's 'push button' off/on slider. This effectively turns off the shower head, but DOESN'T turn off the handle. Since the shower head is not designed to be 'air proof/leak proof', it can be a way in for 'leaky' air.
Make sure that both the outside faucet/shower HANDLES are off.(RIGHT)
