When I change providers, they instantly shut down access to the e-mail account of record. So your automated response goes to never never land and there I sit unable to log in to your site.

That is why you get an e-mail address from an independent e-mail provider (gmail, yahoo, outlook.com, etc.) that won't disappear when you change ISP's.
