my toilet, which is the same type as yours, recently started 'filling' up the bowl... while on city pressurized water. I 'kicked' the foot pedal several times and it has seemed to stop, but the worry is that if it doesn't, there's nothing to keep the water from potentially overflowing the bowl.
Because I had added an inline cutoff to the water line behind the toilet several years ago, I didn't worry about this recent problem too much since I could just cut off the water.

Now, interestingly, while off-grid for a day or two a while back, and on the water pump, I noticed the same issue. But even AFTER I turned the water pump off, the toilet would continue to sputter and make sounds as it continued to flow/drip water into the bowl, even 5 to 10 minutes later it continued.

My only idea is that these toilet systems employ a cartridge that controls the foot pedal's action to bring in water to the bowl, and the cartridge is not closing completely when the foot pedal is released. I guess even water pressure build up left in the lines from the water pump can continue for quite a while.... maybe. (?) Who knows.

Try cutting off the flow from your water tank - turn your water valve outside from Water Tank to something else, and see if that makes any difference.
