Basically, if there is a light, it is supposed to work.

Meanwhile, take it off, put duct tape over the opening, then get another inspection.

Learned this from a trucker friend once, where a particular patrolman seemed to always be pulling him for inspections.
Had a light not working, took his tire checker, and beat it off his truck, in front of the cop.
Passed his inspection, no light to be there to be on!

You can always put the burnt out one back on afterwards.

Stand your ground, no regs saying how many, or how evenly spaced.
