Looked at the locks again and it looks like the lever is supposed to slip in between a bar of steel that supports the grill and a bar that supports the lower part of the front facia. This gap is maybe 3/16 of an inch. Adjusting the tab of the lock all the way forward the tab barely slips into the gap. To lock the grill in place you have to wiggle the grill while turning the key. While my grill now locks, I don't think I'll bother, as you have to pull the grill out about 6" before it swings up parallel to the front end. The weight of the grill keeps it down and in and any wind pressure from driving only keeps it more in place.
