On my prior coach I found the same issue with the use of a pressure regulator. I have also found that most shower heads have a factory installed pressure regulator (flow restrictor) intended for water conservation. In some cases these regulators can be removed in others they cannot.

FWIW, when I first noticed the issue a few years ago I purchased a water pressure gage from Lowes and how I do a pressure reading whenever I connect to a water source. If the pressure coming out of the campgrounds system is less than 50 PSI I do not use my pressure regulator. The gage was a 10 dollar investment that has served me well and since I started using it I would say I have reduced the use of the regulator by about 60 - 70 percent.
