A National fishing license would work like this: First you would send in your application to the EPA, along with an 2"x2" photo taken within the past six months, along with an affidavit of ownership of federally approved fishing gear, along with non-refundable $300 application fee. Next, within 180 days, you will be granted a license to fish for one species of fish of your choosing. Additional species can be added by written request along with $100 per species up to a limit of five species, not to include any species on federal, state or local protected lists. You must register in advance specific sites you intend to fish with penalty of $500 for fishing on any site not approved.
