I believe that is a ductile iron mechanical joint - C153 would lead me to think that. The cap is held on by T bolts and you are seeing the T on top of the cap in your picture. Dig down a little more and you should find the hex nuts. They did this so folks like us couldn’t get into the system and do nasty stuff like Skip 500 mentioned.
