The plastic piece on the end is usually there to keep contaminants from going IN the tube and to let the pressure OUT. It is so long so that the end is held up as high as possible in the event the rig is driven through a puddle of water, etc. Most trucks have them. My old 4x4 Chevy has them on both front and rear differentials.
