I don't think there is a fuse for the engine brake itself as that is controlled by the engine ecm, and all a engine brake consists is an actuator that hold the intake and exhaust valves on certain cylinder closed, it would not prevent the engine from cranking however knowing freightliners well enough I would look for the engine ecm fuse which is most likely a in line 10amp fuse at the engines batteries, it will have a eyelet on the positive post and are known to break especially if the post has green corrosion on them, this is assuming the cummins engine and airbrakes?
