Depending on the system, there is a manual over-ride to retract the jacks on the Lippert system I am aware of.

Well, I don't know where the tank is but my guess is there is probably one tank for the entire system? And the rear jacks are working fine, so I don't think that's going to be the problem. But tomorrow when the sun comes up, I'll see if I can find the reservoir and see what the level is.
