When the battery voltage is that low, you will have to use an auto charger to get them back into the 12V range. There is a relay in the BCC that has to see 11-12 VDC from the batteries before it trips and permits the converter to charge. If the actual problem is that the batteries were just totally discharged, the system will return to normal operation. If the relay is actually defective, charging the batteries will only seem to solve the problem until they discharge again.
