It is possible this won’t work for you, but in our 29M Hurricane we do the following to rotate the captain’s chair:
Move the seat all the way forward
Raise the seat as high as it will go
Move the steering wheel all the way down
Move the chair’s back to the near upright position
Rotate the chair and then readjust the back and seat height
