Well that is NOT true. I have the AC Temp probe and I can crank up my Roof AC when its hot outside ...90+ (and inside 90+) and it will drop to 45 deg output temp in minutes for the roof and like 50 or 55 for the Dash air.
Now It wont cool much more than 20 deg from the outside temp in Full sun. But in the shade I can get 25 deg diff out of it.
