Instead of moving the line and valve why not add an extension to the valve handle. You could connect the valve handle to a long pice of semi flexible material, a vinyl hose for example, attaching it firmly to the handle, routing it over and around the handle securing it with a hose clamp. The just locate the end of this where it is more acceptable.
