I would let Thor know. If they don't accept Thor's warranty rates, Thor can remove them from their authorized service center list then they won't receive any money from any TMCs. That is ridiculous and what I believe is their attempt to make a little extra money and help their probably already overburdened service department. I would also make sure you post that information on every review site you can find.
