We always put all our waste in sealed bags. We follow the same requirements when camping that we are required to do at home. Anything in the garbage must be in a closed plastic bag and all animal waste must be double bagged.
However If I was presenting cat waste to someone as a reward for their behavior, I would leave the bag open so they could savor the fine quality.
