No, NOT welcome to America.... there are people that don't take responsibility for themselves all over the world.... Get the word out, on forums like these. For all of us that are dog owners (we have three little ones...) that if you walk your dogs, make it a habit to have your bags ready for action. I was walking mine one time at the north shore of the Salton Sea where I forgot mine. Of course, one of my minions decided to take a dump so as I was walking to a public restroom to at least get some toilet paper, a non-dog owner camper gave me a plastic bag which I thanked him for as I picked up after my dog. Get the word out, take your bags with you... no excuses.
