Thor archive literature starts with 2000 model year for the Hurricane 33SL, and even for that they don't seem to go into tow ratings that I could see quickly.

As Jamie stated, you have to stay within the limits of the weakest link. Personally, I would not consider upgrading the hitch because your 33SL motorhome (assuming its similar to 2000 model year) has a significant rear-overhang frame extension, and there is no way to safely determine how much stronger beyond 3,500-pounds it was designed for.
