I have had the same low voltage issue with my jacks since new. I found the way around it is to rev the engine idle a bit and then operate the jacks. Once the jacks start to deploy, let up on gas pedal to idle. Works every time. The first time this happened, called Lippert and they wanted me to check voltage at the leveler pump but I did not have a meter. I cleaned the battery terminals and then the jacks worked fine. The next time it happened I tried the engine rev and that worked.
