There is a setting to tell it how long to stay on without the car... In latest firmware - you can set that to 'always on'...
There are many people selling adapter cables to use outside the car which seem to only be providing power... I ordered a female OBD2 connector - and will be trying to wire up my own.

As soon as they activated it, I walked outside and plugged it in... first green LEd came right on (power) and in about 30 seconds the second green light came on (wifi available).
Connected with the info from the sticker to test it... so far looking good. Obviously tied to AT&T cellular availability - so I'll see how it does traveling.
The challenge is finding them 'in stock' on the AT&T website - been sporatic recently...
