After a lot of research and then some work I have a solution.

Here are the main parts I ordered from Amazon
CURT 31006 Hitch-Mounted Spare Tire Mount $62.75
MaxxHaul 70070 Dual Hitch Extension - 4000 lbs. GTW Capacity $24.45
Looking at the first picture, I had to cut off the angular tire mounting plate because mounting a tire on that plate would put the spare too high and then the slide out would hit it.
I drilled holes in the Spare Tire Mount post at a location that would allow the spare to be mounted AND the slide out to work unimpeded.
Third picture shows that I moved the license plate to the end of the cargo tray. Built a wooden plate to mount the license plate then framed the plate with Universal 12v 54 LED White Color Light Acrylic License Plate Frame and wired it into the RV with a
Reese Towpower 74607 7-Way to 4-Way Flat Blade Wiring Adapter
One added benefit: The Dual Hitch Extender moved the cargo tray far enough out so that I can easily access the rear cargo door of the RV without hanging over all of that stuff.
