The 31W should be much heavier and have a higher center of gravity than the much simpler 28A.

That would be my guess. I seriously doubt a rental company like Cruise America upgrades their motorhomes with heavier sway bars and track bars.

And for what it's worth, I've driven the 28A for thousands of miles, including in the mountains in Colorado, Utah, and California.
