Yes, pretty much. I generally use it for engine braking here in the east, not too many extremely steep hills that need it for climbing but I like to not have to use my brakes for a lot of downhill braking. Just tap the brake pedal and it downshifts to allow the engine to drag.
As SuperD stated, Tow/Haul is a Ford thing and should be in the chassis manual.
