2011 challenger start up noise

I have recently purchased a 2011 Challenger. At times, when starting the engine I get a noise like it is running a pressure pump and the engine will not engage until after several tries.

What is this

And I have a receptical on the dash board that has a cover and opens to some type of adapter. What is it for?

Need more specifics:

When you turn the key to start the engine do you hear the starter motor spinning up, but the engine does not crank (turn over)?

Regarding the dash receptacle......a picture (jpeg format is easiest to post) would help. It could be a cigar lighter receptacle for 12vdc accessories or anything ........

Can you tell us where that noise seems to be coming from?

Long shot, but gotta ask - - Does your rig have air brakes ? I used to drive buses, and with some of them, as a built-in safety feature, I couldn't put it in gear until the air pressure built up.

Challengers have a HydroMax brake master cylinder. This system uses a small electric motor to boost brake pressure if the engine is not running. If the engine is running the power steering pump supplies fluid to power the brakes. That is my guess.
