What does 15.0 btu a/c ipo 13.5 btu mean?

Not sure about ipo but our A/C unit is a 15 kBTU vs the normal 13.5 k BTU unit. Just slightly larger.

BTU is the abbreviation for British Thermal Units. One BTU is the energy required to heat (or cool) one pound of water, one degree Fahrenheit using a standard atmosphere. Older A/Cs used to be rated in tons of ice or the energy to convert a ton of water at 32.2 degrees Fahrenheit to a ton of ice at 32.2 degrees. One ton of cooling is roughly 12,000 btu. The ratings you quote are 15,000 btu for a Coleman Mach 15 @ 80 degrees outside temp or 13,500 btu for a Coleman Mach 3 @ 80 degrees.

ipo = in place of. in other words a 15K btu in place of 13.5 btu. Is effectively an upgrade. Mine said on window sticker exactly that.
