Costly Brake Job Not Long After Certification

I just purchase my 2008 36ft Windsport 10 months ago and put on 10,000 kms (6200 miles). I just had to replace the rear rotors, calipers and pads all around for a total of $4000.
My question is, should I have needed brakes 10000 kms after the motorhome was certified? Do the brakes normally wear that quickly?
The rear pads were down to the metal and I'm wondering if the place that certified the motorhome didn't even look at the brakes or did a poor job of it.

I'm assuming the MH was not "Certified" to be new, but in good and safe running order which means the brakes had acceptable life left. 6200 miles is about 15% of usable lifetime of average brakes. So they were probably "certified" as safe but not that they wouldn't wear and need replacing at some point in the future.

Too many variables here...what was the criteria for certification (33% remaining brakes...50% remaining brakes)? How much of your 6,200 miles have been in the mountains, if any? Have you towed anything heavy, with or without it's own brakes? How many miles on the coach when you bought it? Was the shop you used honest with you about needing everything replaced? Not enough data to give an educated guess. I was behind a guy on our last venture out that was pulling a 30'+ travel trailer. The brake lights on the TT were on about 90% of the time. Seemed he was a bit nervous in the foothills and kept his foot on the brake pedal. You could smell the brakes.

Tfryman...he didn't mention total miles on the coach/brakes...only that he put 6,200 miles on the coach since the "certification".

I just looked up the safety certification requirements for brakes in Ontario, it requires, amongst a lot of other things, 1.6mm of brake pad above the warning indicator or rivets.
I put the 10000 kms in some mountains but probably only 15% of that mileage. I also towed a jeep without brake assist but I did have the tow mode on the transmission on all the time which uses the transmission as a trans brake by down shifting aggressively when stopping.
I would say that 1.6mm isn't a lot of brake pad (8mm is new) but not only did I go through that thickness, I went through all the pads right down to the metal on the rears.
I guess it's a costly live and learn experience for me and need to be more aware of how fast brakes can wear on this vehicle. I assume I should get at least 30000 km out of these brakes before starting to worry about distorting another set of rotors but I will monitor more closely.
I will also look into brake assist on my jeep toad to see if it's worth that investment.
Any suggestions on braking systems for tow vehicles?

It would have been nice if the shop that did the certification had indicated the amount of brake pad left and advise me to monitor.
