Typically when the black tank is on the opposite side of the dump valves - there is a second valve... one at exit from tank - and one on the 'dump side'.
Allows keeping the piping underneath the RV empty - important in winterizing certainly - but also keeping the waste in the tank with other liquids - and not plugging up the pipe between dumps.
