Navigator table/desk?

I assumed the little piece in front of the passenger was a desk/table but it seems unmovable. Does anyone know if it IS a desk/table? If so, where is the release? If not, what da heck is it?! 🤔

Can you pull it straight up and then perhaps it will telescope down into a tray. Are you a subsequent owner? If so,, perhaps the previous owner broke it and the glued it in place....

That was the one direction I didn't try. I'll have to give it a go in a couple of days when I get some time.
