Tuscany 36MQ Water Filter Issue

I have a 2013 36MQ. I noticed a slime building up on the inside of the whole house filter even after a short trip. I took the canister off and set the valve to off as in winterizing and left the canister removed, and discovered that I still get water from the taps inside even tho no water is going thru the filter. Called the factory, but they have no answer. All the water should go thru the filter. Any help would be appreciated.

Thanks, I am paranoid about standing water. This boggles my mind that it is a house filter yet it doesn't filter all the water. I bet alot of owners have this and don't know it.
