I would clean the battery terminals, then with the engine running check the voltage it should be in the 14 volt range. If it's not that high maybe the new alternator is bad or the wiring

My first question was, is it turning over at all and just won't start? Does it make a clicking noise or just nothing at all.
If there is nothing at all then I would first check to see how much of a charge that the batteries have, there should be at least 13.2 volts. If this is too low then I would charge the battery to where it should be, then start the engine and measure the volts at the battery again, this will tell you what the alternator is putting out. Should be at or near 14, although 13.8 would be good too. If this is too low then the alternator is bad. If all else is good then I would get the battery tested to ensure that it has enough cold cranking power to start the engine. When a starter is HOT it takes more AMPs to crank the engine.
Also check all of the starting system connections including the engine ground. After ensuring the battery terminal are clean and tight, check the positive connection to the starter.
Turns but no start would indicate to me that there is nothing wrong with the batteries as there is enough power to turn the motor over. This is a much larger problem with these newer engines.

So you took both positive cables off the switch and put them together and put a bolt through them, wrapped them with tape so they wouldn't short out. The relay still gets hot, I could see if the cables were left on and one was loose causing it to get hot because of a bad connection. Check your main fuses in the rv and for the truck area up front

Sounds like you tripped a breaker, but you have something else going on
What do your voltage readings show across the various systems?

Meter readings are 13.8 on chassis battery, and 13.8 on House battery.

What is a BCC 1250?
What model of BCC do you have so we can look at the diagram.

Which relay in the BCC, there are a multitude of them. You work for the CIA by any chance as you are VERY cheap with any information.
