This can happen if you run a standard large A/C that can pull close to 20 Amps under severe (hot) conditions, and it's plugged to pedestal with an extension cord that is either too long or too small in capacity. The extension cord will result in too much voltage drop, which means the A/C won't get the full 115-Volts. As voltage at A/C drops, it will require even more current to operate, which drops voltage even more, etc.
As long as your power cord is designed for the A/C's maximum rated current, you should be fine. This is another area where a higher efficiency A/C will help, like Power Saver models which requires less power/current.
