Is the power outlets on the Stereo Panel for a Vegas 24.1 2016 tied to the external batteries or the engine battery? (Lighter outlet)

Andy,
Hope you don't mind - the "external" battery(ies) are called the "coach" or "house" batteries. The "engine" battery is usually referred to as the "chassis" battery.
I believe everything in the console draws from the house batteries. I've tested most, but not all of it while trying to track down parasitic loads. You can test an outlet by plugging something into it and then setting the Use/Store switch to the "Store" position. If the device shuts off, stops charging, whatever you know that outlet is drawing from the house batteries.
In general, the chassis battery serves only normal automotive functions: starting the engine, head, tail, signal, and marker lights, etc. Basically things you don't use unless the engine, and more importantly the alternator, are running. The idea is that you don't want house loads drawing down the chassis battery and leaving you stranded.

Not sure about the Vegas, however, on my Challenger the "lighter" outlet is powered by the chassis battery and the USB power outlet on the dash is powered off the back of the radio (Axxerra) which draws its power from the house batteries.

Thanks. It says 9 volt on it. Not really a lighter but more of a plug in device. I have an inverter that can plug into the 9 volt spot. Was wondering what power source it was most likely run from. What would be your best guess? Anyone else?

Andy,
Are you sure it says 9 volts? Normal is 12, otherwise they'd need to include a voltage regulator. The USB ports do this to drop the battery's 12 volts down to the USB standard 5V.
Can't imagine why they would provide a 9V outlet...

Jamie,
Pi R Squared, no pi R round...cornbread R squared.
Have you considered putting an additional 12 Volt cigarette lighter receptacle some where in the back bedroom near the TV? I have one of those little inverters that plug into a cigarette receptacle allowing for a TV and a DVD player to be run off it. It would make sense to have it back there when the genny has to be off for "quiet time" nights.
Any suggestions?

It was a 12 volt. I was able to hook my inverter to it and run the tv and DVD player with an extension cord. Thanks for your help.
