We know it isn't 'clicking' - but whether voltage is not reaching the soledoid (either primarty 12v or switch signal) - or if the solenoid is bad - we don't yet know.

The solenoid pictured would be associated with the emergency start - and tying the house and chassis batteries together to charge...
If you can get a picture of the other one - might help...

12.16 isn't fully charged - but should be ok for what we are looking at.
