I have tried using a ton of water before and after and that doesn't help the situation. The problem lies in that the toilet dumps into a tank depth less than 3 inches. It's really short there. And as Bob Nodine wrote, to have any water in the tank at the point where the toilet dumps, I needed 25 gallons in a 28 gallon tank. Obviously that won't work.
Like Bob is doing, most owners wind up using a makeshift rod of some sort. That's what I'm doing with a thick garden hose segment.
The macerating toilet should be better because the pieces will be much smaller that enter the tank. There is no "stack" of material that will cause a problem with such a shallow entry point (I forget the exact measurement, but the black tank is less than 3" deep where the toilet dumps. It's just an awful, awful design.). It'll use a lot of water, but I have been using a lot of water with my unsuccessful methods anyhow.
