Dual hitch storage & 2 electric bikes

Appreciate all design input fellow members

Hi we bought this hitch and use top for 2 regular bikes and bottom had a flat metal tray that we put plastic buckets on a bungee together.

Future getting 2 electric EBC bikes and will use different bike rack that holds more weight.

Wanted something stronger as storage case maybe lockable to sit on the tray I have.

Currently when regular bikes on rack not a lot of room even
Plastic tubs. Had to move bikes close together to make room.

May need to extend somehow bottom hitch out a foot so that more room on bottom.

Hitch we have

Just be mindful that extending a hitch beyond 4 inches of the mounted face plate can reduce capacities by as much as 50%.
